COCI shall endeavour to undertake the following:

1. Elevation of ASEAN Functional Cooperation to a higher plane;

2. Implementation of flagship program or projects of high profile, or the integration of two or more projects to achieve greater impact and publicity;

3. Provision of ASEAN awards and citations in recognition of outstanding works in culture and information;

4. To give special emphasis that its projects are aimed to benefit the youth and younger generation of ASEAN to inculcate in them a deep sense of awareness and consciousness of being part of one ASEAN community;

5. Participation of the new incoming members of ASEAN in COCI projects; and

6. Cost-sharing arrangements to maximize the use of the ASEAN Cultural Fund.

COCI shall also continue to apply the strategic thrusts of its 1994-1997 Plan of Action to guide the Committee and its Working Groups in generating projects for 1997-2000:

1. Promotion of ASEAN

2. Development of source materials on culture for ASEAN Studies

3. Development of human resources

4. Preservation and revitalization of cultural heritage

5. Utilization of technology

6. Adoption of themes
